Municipal Storm Water Experience

•  Over 12 years of National Pollutant Discharge Elimination System (NPDES) municipal permit co mpliance experience for over 20 municipalities in Los Angeles County .

•  Staff resources include experts on storm water and other environmental regulations affecting municipalities an d a strong technical team that includes civil, environmental, and geotechnical engineers.

•  Currently provides compliance assistance to over 20 municipalities in Los Angeles Co unty (more than any other single consultant in the State of California ), in the program areas of: general program management; devel opment planning; development construction; illicit connection/discharge detection and elimination; public information; industrial/co mmercial facilities control; and TMDL development and implementation.

•  Participated in preparing municipal storm water permit applications, including a report of waste discharge (RO WD) for the City of Long Beach .

 

General NPDES Permit Experience

•  Prepared stormwater pollution prevention plans and storm water quality management plans for various governme ntal agencies, including municipalities, water district and school districts in conformance with general industrial and construction storm water activity permits.

•  Prepared ~Spoint-source~T discharge permit applications for municipal water providers, including the cities of South Pasadena , Lakewood , and Whittier

 

Water Quality Monitoring

TECS geo-engineering staff have over 10 years of water quality monitoring (ground, storm water, surface water) experience acquired through private consulting and employment with governmental agencies and with the California Regional Wat er Quality Control Board, Los Angeles Region. Experience hallmarks include: designing ground water and surface water monitoring prog rams for municipalities; performing statistical and non-statistical evaluation of data to detect releases to groundwater & surfa ce water bodies; and conducting groundwater & surface water sampling and analysis.

TECS has earned a reputation for being an expert on municipal storm water regulations as the following demonstrates:

•  Currently, TECS staff sits on the Executive Advisory Committee for the Los Angeles County Mu nicipal MS4 Permit representing the Los Angeles River and San Gabriel River Watersheds.

•  It serves as an advisor the Southern California Association of Governments storm water matters.

•  It has provided information workshops to Arroyo-Verdugo, Gateways, San Gabriel , and South Bay Council of Gove rnments.

 

Geographic Information System (GIS)

TECS geo-engineering staff (see professional resumes) possess over 10 years of collective experience in using GIS to perform a number of environmental compliance related tasks. These include: using ArcView and ArcInfo < strong>Ô to evaluate and enhance municipal storm water regulatory programs and compliance; incorpora ting GIS to conduct 3-dimensional geographic, geologic, and hydrogeologic modeling in connection with various projects for environme ntal impact evaluations and regulatory compliance.
